The Oregon Board of Cosmetology (Board) has proposed new cosmetology rules that affect licensing fees. The Board indicates the increased fees are necessary to cover the costs of the regulatory functions of the Board so that it can continue to serve its members and protect the public.
You can submit commentary to the Oregon Health Authority showing your support or opposition to the proposed rules. Written comments will be accepted through November 29, 2021, and should be sent to Samie Patnode at samie.patnode@dhsoha.state.or.us.
A public hearing on these rules will be held at 9:00 a.m. PST November 11, 2021. The hearing is being held by teleconference and members can call 503-934-3605 with passcode 747147 to attend. ASCP, AHP, and ANP have summarized the fee increases below.
Application:
- Practitioner certificate: $30 per field of practice (currently $20)
- Independent contractor registration: $70 (currently $50)
- Freelance authorization: $35 (currently $25)
- Facility license: $140 (currently $100)
- Temporary facility permit: $70 (currently $50)
Examination:
- Oregon laws and rules: $45 (currently $35)
- Barbering: $45 (currently $35)
- Hair design: $45 (currently $35)
- Esthetics: $45 (currently $35)
- Nail technology: $45 (currently $35)
Original issuance of authorization to practice:
- Practitioner certificate: $35 for two years (currently $25)
- Practitioner certificate by reciprocity: $65 for two years (currently $45)
- Independent contractor registration: $140 for one year (currently $100)
- Freelance authorization: $140 for one year (currently $100)
- Facility license: $155 for one year (currently $110)
Permits:
- Temporary facility: $140 (currently $100)
- Renewal of authorization to practice:
- Practitioner certificate: $65 (currently $45) for two years *Fee applies to each two-year renewal cycle even while in inactive status
- Independent contractor registration: $140 for one year (currently $100)
- Freelance authorization: $140 for one year (currently $100)
- Facility license: $155 for one year (currently $110) *Fee applies to each renewal cycle even while in inactive status
Other administrative fees:
- Delinquency fee: $50 (currently $30) for each year in inactive status
- Replacement of freelance authorization, certificate, license, registration (including name change): $35 (currently $25)
