New Jersey Proposes Hair Curriculum and Restroom Inclusivity

New rules under consideration could impact your curriculum and school layout. The New Jersey Board of Cosmetology and Hairstyling (Board) issued proposed rules (page 7) that would expand hair texture training and update school facility standards. The goal is to ensure future licensees can competently serve clients of all hair types and create inclusive school environments.

Inclusive Hair Curriculum and Equipment Requirements

The rules would require hairstyling, beauty culture, and barbering students to demonstrate competency in serving clients of all hair types, textures, and porosities, including hair that is tightly coiled, curly, wavy, and straight. Schools would need to adjust both curriculum and equipment.

Required equipment and tools:

  • Mannequins suitable for textured hair instruction
  • Boar-bristle, paddle, and vent brushes
  • Hair picks, locking/twisting combs, wide-tooth combs, and tail combs
  • Braiding hair packages (human and synthetic hair)
  • Hair weaving kit (weft hair, needles, and thread) 
  • Stocking caps, hair bond, and hair bond remover

If the rules become final, schools will have to submit documentation to show curriculum and equipment updates at their next biennial renewal.

Gender-Inclusive Restrooms

The Board proposes removing the requirement for separate men’s and women’s lavatories. Schools could use gender-inclusive restrooms and eliminate teacher-only facilities. This change is intended to prevent students from being treated differently based on gender identity.

School License Renewal Changes

The proposed rules suggest streamlining the school license renewal process:

  • Schools must apply for renewal before the license expires.
  • The Board may renew licenses up to 90 days after expiration.
  • If a school does not renew 90 days after expiration, the school must apply for an initial license rather than a renewal.
