Kentucky Bill Adds Board Members and Permitted Tools

If you’re a licensed esthetician and/or nail technician who wants to elevate their voice to better the skin care and nail industry, we have great news for you! Governor Andy Beshear signed into law Senate Bill 14 (SB 14) to impact board membership composition and other changes, including the use of callus graters for cosmetologists and nail techs, and nail technology exams.

Board Membership
SB 14 changes the membership of the Kentucky Board of Cosmetology (Board). The bill increases board membership from five members to seven, adding one position for a licensed esthetician and one for a licensed nail technician. This change will show greater representation on the Board and ensures that the needs of Kentucky skin care and nail professionals are heard and addressed at the board level.

Callus Graters
SB 14 cements the lawful use of callus graters for callus removal by licensed instructors, students, cosmetologists, and nail technicians. These individuals are not prohibited from using callus graters, and the Board cannot create rules that would ban the use of callus graters during services.

Nail Technology Exams
SB 14 allows a nail technician applicant who fails a written theory test or an oral practical demonstration to retake that portion after one month has passed from the date the applicant receives notice of the failure.
