Arizona Beauty Pros Will See Relief on Licensing Fees

Saving on licensing costs may soon be part of your renewal routine in Arizona. Governor Katie Hobbs signed into law Senate Bill 1563, lowering statutory fee caps for barbering and cosmetology licenses. This will potentially lower what you pay over time. 

The law also extends the Arizona Barbering and Cosmetology Board (Board) for another eight years, maintaining consistent oversight of the industry and preventing regulatory disruption. Here’s what the new law means for you and your business.
 

Lower Fee Caps

Arizona has reduced the maximum allowable fees the Board can charge across several categories. While the Board will soon set the actual fees through rulemaking, these new caps limit how high fees can go. Good news: They’re lower than the previous caps.

Personal licenses

  • Initial personal license application: $80 (previously $100)
  • Personal license renewal: $80 (previously $100)
  • Personal license delinquent renewal: $100 (previously $150)
  • Reciprocity or universal license application: $100 (previously $200)

Business licenses

  • Establishment license application (including name, ownership, and location change): $200 (previously $250)
  • Establishment license renewal: $80 (previously $100)
  • Establishment license delinquent renewal: $100 (previously $150)

School licenses

  • School license renewal: $400 (previously $500)
  • School license delinquent renewal: $500 (previously $600)
     

Board Continuation and Oversight

The law continues the Arizona Barbering and Cosmetology Board through July 1, 2034. This extension is critical for regulatory consistency. The Board plays a key role in licensing standards, enforcing rules, and safeguarding competent practice across the state.
