Lash wands up, and pens and paper out, Maryland! In early May, Governor Wes Moore signed into law two bills that affect cosmetology and related professions. House Bill 1223 (HB 1223) establishes an eyelash extension limited license, while House Bill 1547 (HB 1547) develops required domestic violence awareness training.
Eyelash Extension Limited License
HB 1223 adds eyelash extension services to the esthetics and cosmetology scopes of practice. The bill defines eyelash extension services as the practice of cleaning and drying the eye area to apply eyelash primers and adhesives, eyelash extensions, and sealant.
New applicants who wish to apply for an eyelash extension limited license must:
- Be at least 17 years old
- Complete ninth grade or equivalent
- Receive 100 hours of eyelash extension instruction at a cosmetology school, complete three months of eyelash extension apprenticeship, or pass a practical and written exam
An eyelash extension limited license allows an individual to practice only eyelash extension services.
Effective October 1, 2025
Domestic Violence Awareness Training
HB 1547 requires individuals applying for the following licenses to complete one hour of in-person or virtual training in domestic violence awareness:
- Barber license
- Barber–stylist limited license
- Cosmetologist limited license
- Hair services limited license
- Hair services-blow-drying limited license
- Nail technology limited license
This training needs to be completed only once when applying for initial licensure. The training will include education in recognizing the signs of domestic violence, strategies to listen to and communicate with victims of domestic violence, and how to give clients resources for help.
Effective January 1, 2026
